"...cities and counties are creations of the Texas legislature and the only authorities we had as a city were those granted to us by the legislature, and can you point at any statute that gives you the authority to enforce and issue tickets based on red light cameras?..[pause]..I don't think you can...[pause]...that's my question."

Brian Thomas Pictures do not give them jurisdiction therefore they can't do anything. Signing does though. Without signing the presentment "ticket", they can't either, only by your consent. If you're given an offer to contract/presentment/ticket, just write WITHOUT PREJUDICE UCC 1-308 just above your autograph. There, you win, ticket over, forget about it and do not contact them about it. Cops happy, he thinks he contracted with you, prosecutor knows you reserved your right not to be compelled to perform under the contract(ticket) because you didn't enter into it knowingly, voluntarily, and intentionally. Then IF they contact you about it, you have a claim for deprivation of rights under the color of law. Trust me, I know, they will not. The pro se executor(prosecutor) will know that you know they have no authority and that they're really a for profit company offering you a presentment under the UNIFORM COMMERCIAL CODE, an offer to contract, and that you do not wish to contract with them. You have a right to not contract at all with anyone, ever. And you thought they were tickets. https://www.facebook.com/
