The Family Law Act 1974 was never sealed according to Letters Patent 1900. No other document lawfully changes the Great Seal of the Commonwealth of Australia.
Imagine what other Acts are not lawful.
If I were a father who had the state help his family leave along with his children. I would be angry right now at Government for lying to me the last 50 years. Especially when the Annotated Constitution states that Parental Rights remain with the father.
I found this Great Seal in the National Archives. It is under King George V. From what I know. It was last used in 1937. I found a NSW Great Seal under King George VI. So the Commonwealth Seal could have been used up until 1952.
